I'm having a big issue with the player loading when we plug in test VPAID tags for the publisher.
Whereas it shows up in the HTML below, when we try to view it on the publisher's page, it says "Loading the player..."

Could it be because I am sourcing the scripts from the OVA site and I need to upload them to our own server? Does that affect bandwidth significantly?

So definitely do not source the files of the OVA server. It's the QA server and the file locations move.
But that's not your issue... I see the files load so that's ok for right now, but please change that in the next 24 hours.
Ok, that aside, here's what I see going on with your VPAID ad - from what I see, you're getting an empty response back from SpotXchange. Here's what I see for the ad call:
