The latest in my series of weird border cases in the JW Player:
An advertiser gave us a VAST tag but messed up the link to the video preroll resource (causing an error in the player). This essentially breaks the player, because it gets stuck on the "Video not found or access denied: etc..." message.
Obviously it's no good if I'm getting bad VAST tags in the first place, but as a backup, can the OVA plugin be configured to skip to the video when there is an error with the ad video asset?

It's a good suggestion. I'm not sure though if OVA can do much about that, but I've logged the ticket here to track and try to resolve for you. I'll have a good look into whether or not this type of error condition can be trapped by OVA and processed accordingly.
