Is there a Plug-in/Addon that allows you to download the movie in the JW player?

There is not. This is usually controlled via your CMS.

Content management system? I don't know the abbrv. Sorry :( If anyone could kindly give me basic instructions in how to do this that would be great.

Yes, content management system. For example PrismoTube has the "download FLV" button as part of it's system, as does the Seyret Component for Joomla.
