JW Player v 3.12 Choppy every second

I never had this problem before. My videos stop and start every second as they are played. Sound stays constant and the entire file is in the buffer. Is this a problem that has been reported before? Is there a fix for it?

Confirm on my notebook. Same problem with the simple JW Image Rotator: Transition effects are interrupted after approximately 1 s for a few milliseconds, then everything continues normally. Each transition is effected. On my other computers things work fine.
